Description A commemorative certificate stating that a flag was given to the G.A.R. Hall that flew over the Capitol Building. It reads: "This is to certify that the flag presented with this certificate was flown over the Capitol of the United States especially for presentation to G.A.R. Hall, Peninsula, Ohio."
